The Ukrainian IT industry paid more than $1 billion in taxes in 2024. This is stated in the annual market research Digital Tiger: the Market Power of Ukrainian IT - 2024, carried out by the IT Ukraine Association.
In 2024, there were 266.8 thousand taxpayers in the Ukrainian IT industry. Individual entrepreneurs make up the vast majority of 258.2 thousand (96.8%), and legal entities - 8.6 thousand (3.2%). In addition, legal entities paid more taxes - $582.4 million (58.1%), while individual entrepreneurs paid $420.2 million (41.9%).
In 2024, there is an overall increase in tax revenues compared to previous years. In 2023, the IT industry paid $776 million in taxes, and in 2024 it paid more than $1 billion.
Experts say it is difficult to count the number of IT companies in Ukraine due to the complex corporate structure. Companies often set up several legal entities for different business lines. Therefore, their number may vary depending on the methodology of calculation.
Experts counted 8.6 thousand legal entities in 2024 (their number increased by +5.9% over the year). And there were 2,118 active IT companies.
In terms of business model in 2024, the largest percentage of IT companies operate under the outsourcing model (47%). Companies that develop and sell their own products are in second place - 31%. The third place is occupied by hybrid companies - 19%.
The revenues of IT companies in Ukraine in 2024 amounted to $6.2 billion, in 2023 it reached $6 billion, and in 2022 - $5.9 billion. The average annual growth in dollars for 2019-2024 is +8.2%.
The share of IT services exports in gross domestic product last year was 3.4%. In 2023, it was 3.7%, and in 2022 - 4.5%. IT services were among the top five industries in terms of exports in GDP last year and became the only industry with positive dynamics, with its share increasing by +23.6% since 2019.
Exports of IT services in 2024 amounted to USD 6.4 billion. Despite a slight decline, the share of exports remains high - 37.4% of service exports and 11.5% of total exports.
Ukraine exports IT services to 147 countries. For more than 10 years, the United States has been the leading importer of Ukrainian IT services, accounting for 37.2% of total IT services exports. The top markets are also the United Kingdom (8.8%) and Malta (7.8%).
